TALKS COLLAPSE

European Commissioner Franz Fischler has decided to recommend the discontinuation of the negotiations with Morocco over EU fishing rights on Moroccan waters. The L'Economiste newspaper quoted the Moroccan fisheries minister Said Chbatou, the EU decision "was unilateral." He added Morocco would "implement its fisheries policies regardless of the outcome."

GERMANY TO STRENGTHEN RELATIONS WITH ALGERIA
Germany is quickly strengthening its presence in Algeria and the visit of Bouteflika to Germany will likely speed up this trend. Up to now hundreds of millions of dollars have been committed by Germany in form of cooperation in projects often piloted remotely either from Germany or from a base in a country neighboring Algeria. But since 1999 Germany has begun to build its presence directly into Algeria.
