Focus on the Regions: Bouira, Algeria Learning to Live without Terrorism
These past 12 months have been unusual for the Wilaya (province) of Bouira, some 50 miles south-east of the capital Algiers. This is because no single young man has joined the Islamist resistance groups that have roamed in the province’s mountains and use them as launching pads to attack cities and villages all around. Previously targeted by fiery speeches of terrorist recruiters, Bouira’s youth are now looking for jobs, with money coming from the government to combat criminal activity such as drug trafficking, theft and other criminal acts.
The private sector is also called to contribute through investments of its own to help strengthen security. These efforts and important investments meant that Bouira is no longer the focal point in terrorism. It may well be considered a model on how to transform a highly troubled region into a potentially thriving one, with the youth population looking for technology, sports and culture to stimulate job creation and turn the province into a safe suburb for the capital.
