While on a recent official visit in Moscow, the Libyan leader Muamar Kaddafi has
offered the Russians to establish a naval base in Libya, more precisely in
Benghazi. Kaddafi is essentially reacting to the lack of positive feedback from
the Americans in the area of diplomacy, economic and military cooperation and as
